How to start work using Permalink
First Visit your Blogger Dashboard > Draft Blogger.
Then select draft blogger is your default dashboard. Then select for posting an new post then you will finding permalink option in your post box sidebar like below image: 
If you are interested to changing the permalink URL then select the Custom URL then write some search based keywords. You will finding an custom URL box like below image:
